About This Legislation: H.R. 36, the Pain-Capable Unborn Child Protection Act, sponsored by Reps. Trent Franks (R-Az.) and Marsha Blackburn (R-Tn.) and strongly backed by National Right to Life, would protect unborn children who are capable of feeling pain, who are 20 weeks (4 months) fetal age and older except when an acute physical condition endangers the life of the mother, or in cases of rape or incest.
